Photo - Barrels of waste materialEnvironment Canada is responsible for implementing the terms of international agreements aimed at the monitoring and control of international and interprovincial/territorial movements of hazardous and non-hazardous wastes and recyclable materials.

Canada is party to three international agreements on the movement of hazardous wastes:


There are several regulations, current and planned, governing transboundary movement of waste in Canada. These regulations are intended to protect Canada's environment and the health of Canadians from the risks posed by unregulated traffic of hazardous and non-hazardous wastes and recyclable materials.

Regulations - Current

  • Export and Import of Hazardous Wastes and Hazardous Recyable Material Regulations
  • PCB Waste Export Regulations
    (amendments to these regulations are in development)

Regulations – Under Development

  • Regulations for the export and import of prescribed non-hazardous wastes destined for final disposal
  • Regulations for the interprovincial movements of hazardous waste
  • Hazardous waste management in the federal House

The Waste Management Section of Environment Canada-Ontario Region actively participates in the development of federal regulations and programs for transboundary movements of waste and is responsible for implementing compliance promotion activities within the regulated community in Ontario.

Under various national and international partnerships, the Waste Management Section develops and implements federal pollution prevention and compliance promotion programs for transboundary movements of hazardous waste and hazardous waste reduction. These partnerships include:
